The Municipal Light Commission meets periodically in posted open
meeting, with the General Manager and staff of the electric and
cable departments, to receive and discuss reports on departmental
operations and financial information, approve budgets and payments
of bills, set rates, terms and conditions for service and establishes
other policies necessary for the efficient and affective delivery
of electric, CATV and Internet services to the residents and business
in the Town of Shrewsbury.

| Fire Station Building Committee |
The Fire Station Building was authorized at the May 19, 2004 Annual
Town meeting to oversee the construction of a new Fire Headquarters
and to make improvements to other fire facilities.

| Shrewsbury Housing Authority |
The Shrewsbury Housing Authority is a politic, corporate and duly
organized public housing agency. State and Federal lawmakers promulgate
rules and regulations by which the Housing Authority must abide. The
Authority's funding is received directly from State and Federal Agencies.
A Board of Commissioners oversees the Authority by providing leadership,
establishing policy and advocating for current and future housing.
As public officials, they hold meetings according to M.G.L. chapter
39 sections 2B of the open meeting law. Meetings are held on the second
Tuesday of the month and are open to the public.
The daily administrator responsible for the day-to-day administration
of all Federal and State programs is the Executive Director. Together
the Executive Director and Board of Commissioners form a powerful
force in serving those in need within this community.
The Housing Authority has been a vital link to the community since
its inception. Throughout the years, Shrewsbury Housing Authority
has built public housing for the elderly/handicap and families. Currently,
the Authority has conventional public elderly/handicap units at Shrewsbury
Towers, Frances Gardens, Elizabeth Gardens, and family units on scattered
sites within the community.
Section 8 Federal Rental Assistance Program funded by HUD allows
eligible applicants to find units that meet the requirements of the
program. Once the units meet the guidelines, the subsidy begins.
As part of the Section 8 program the Housing Authority incorporates
a family self-sufficiency program (FSS). FSS promotes and encourages
less dependency on government subsidies and encourages self-sufficiency
by helping participants to attain economic self-sufficiency. This
highly successful program has a limit of twenty-five slots to participate.
The greatest challenge facing families in the FSS program is affordable
childcare and transportation.
Over the years we have had participants who have graduated from the
Section 8 Self Sufficiency program. When they began this program,
they received welfare, Mass Health, and food stamps. They are now
fully employed, have completed education and moving off the Section
8 program. They are productive citizens who are giving back to the
community. Hard work shows that when you set goals and strive to do
better you can be successful.

| Industrial Development Commission |
|
Our mission is to foster the expansion of the non-residential tax
base, enhance value within the commercial/industrial/business zoning
districts, and promote the expansion that ultimately provides for
increased parcel values.

| Lake Quinsigamond Commission |
|
The Lake Quinsigamond Commission is granted statutory authority
under Chapter two hundred and ninety-four of the Special Acts of
nineteen hundred and sixteen and as later amended to oversee environmental
and public safety issues concerning Lake Quinsigamond.
The commission currently has nine members. Under the statute, there
are five permanent members, the Chief of Police of the City of Worcester
and the Town of Shrewsbury, a member of the Conservation Commission
of Worcester, Shrewsbury , and Grafton, and four members that are
land owning abutters.
The commission meets the fourth Wednesday of the month March through
October at the Shrewsbury Town Hall. The public is invited to attend
and the meetings are televised on Shrewsbury Public Access Connection.

| Parks & Cemetery Commission |
|
The Commission meets with the Parks and Recreation Director on
a monthly basis to discuss budgets, policies, and capital projects.
They also approve the sale of lots at Mountain View Cemetery. The
commission is appointed by the town manager for 3-year terms.
Residents wishing to have an issue on the agenda of a Parks and
Cemetery Commission meeting should send a letter to the Parks and
Recreation Director in advance. Agenda's are posted one week prior
to a meeting.

| Personnel Board |
|
Personnel Board meetings are held six to eight times per year.
Meetings are generally held on the first Tuesday of a month and
the meetings commence at 7:30AM. Arrangements to meet with the Board
may be made through the Office of the Town Manager.

| Retirement Board |
|
The Shrewsbury Retirement System is one of 106 state and municipal
retirement systems in Massachusetts. The System is administered
by a five member board consisting of one ex officio member, two
elected members, one member appointed by the Town Manager and one
member appointed by the four previously mentioned board members.
The Board, while operating independently, is bound by Massachusetts
General Law Chapter 32. Chapter 32 establishes benefits, contribution
requirements and an accounting and funds
structure for all municipal retirement systems. The Retirement Office
is made up of the director who is responsible for over 946 active,
inactive and retired members and beneficiaries.

| School Building Committee |
|
At a March 2, 1988, Special Town Meeting the creation of the High
School/Middle School Building Committee was authorized. The initial
purpose of this committee was to prepare design development plans
for the construction of a new high school and the renovation of the
existing high school into a middles school configuration.
Subsequent town meeting and town election actions authorized the
actual construction and renovation. The budget for the new building
was set at $61.984 Million with the renovation set at $22.306 Million.
In September of 2002, after nearly 28 months of construction, the
new high school opened with great fanfare and anticipation.
In November of 2002, the contract for the renovation was issued
with the intention of completed work in April of 2004 well before
the September 2004 planned opening.

| School Committee |
The Shrewsbury School Committee, elected by the citizens of the community,
is a body directly responsible to the Massachusetts Department of
Education for the operation of the public schools in accordance with
state laws and department regulations, and to the citizens of Shrewsbury
for the
educational program and stewardship of the town's financial resources.
The School Committee is the policy making body for the public schools
and has the final authority in all matters relating to the operation
of the schools, except in regard to finances where the Town Meeting,
under P.L. 580 Act of 1980 has the final bottom line authority over
the public school budget. The School Committee also does not maintain
the school buildings or construct new facilities. Maintenance of
the buildings is the responsibility of the Public Buildings Department.
New construction is the responsibility of a school building committee
established and authorized by
Town meeting rule.

| Sealer of Weights & Measures |
|
The Sealer of Weights and Measures ensures the integrity of marketplace
purchases of goods and commodities. All measuring and weighing devices
in town are tested and sealed for accuracy as mandated by state law.
This includes all gasoline meters, taxi meters, scales, and pharmacy
scales. With the passage of new legislation all scanners used for
purchasing will be tested and sealed as well. Please contact the Highway

|
The Mission of the Sherwood Middle School Building Committee to develop
a renovation and expansion proposal to be submitted back to Town meeting
in the Winter of 2005.

| Trustees of the Library |
|
The Library Board of Trustees is an elected board consisting of
nine members. Their terms are for three years. The function of the
Board of Trustees is to make general operating and administrative
policies in order to promote high levels of library service. The
board acts as an agent of public trust governing the library. The
board is responsible for the custody and management of the library
facility and holdings.

| Water & Sewer Commission |
|
The Board of Sewer Commissioners meet the second Tuesday of each
month @ 7:00 p.m. in the upstairs conference room in the Richard
D. Carney Municipal Office Building. The Board acts upon abatements,
petitions for sewerage and financing of proposed construction.
