For the first time the annual Finance Committee report is available on line. This report made to the Town Meeting is the basis of action for the May 21st Annual Town Meeting.

Municipal Market Basket Project

Spring 2006

Over the Fall of 2005, Daniel Baker an intern from Clark University surveyed (45) communities to ascertain the cost of the provision of various services with the intent of constructing a series of municipal market baskets.  Due to the Shrewsbury's unique offering of public power, CATV and internet, costs of providing electric and CATV service were bundled within the study.

The following market baskets were constructed:

Market Basket #1

This market basket provides the easiest means of comparison since each of the communities have single family tax bills.  The biggest variable among the communities is the level and quality of services provided via the tax levy.

Market Basket #2

In this market basket, the single family tax bill is join with annualized estimates for water, power and CATV services.  This market basket provides another means of comparison since all but one of the communities has these services provided either through municipal, special district or private providers.  The biggest qualification continues to be the variance in the level and quality of services provided.

Market Basket #3

In this market basket, annual trash and bus fees are added to those costs included in Market Basket #2.  At this point, comparisons will become very difficult since some communities provide no trash services (Northbridge by example) while others may provide only a transfer station while still others provide curbside collection.

Market Basket #4

In this market basket, annualized sewer expenses are added.  Parties will note that many of the communities surveyed do not provide this service.

Fiscal Year 2005 Audit Report

May 18, 2006

SHREWSBURY - The Fiscal Year 2005 audit report has been received by the Board of Selectmen. This report includes the financial detail of all Town transactions, comments of grant funds and awards and make certain management recommendations.

New Water Rate Schedule

May 1, 2006

SHREWSBURY - New rates for water sold after May 1, 2006 are now in effect. The increase, Shrewsbury’s first since 1991, became necessary to fund capital improvements to the water system.

In 2003, the residential rate was altered to reduce consumption for water conservation purposes. The town manager has provided to the Board of Selectmen a series of exhibits outlining the financial impact of this action.

2005 Shrewsbury Citizen Survey Final Report

January 5, 2006

SHREWSBURY - The 2005 Shrewsbury Citizen Survey Final Report prepared by students of Clark University has been released. This report provided analysis of the results of a citizen survey that was conducted in November 2005 to gather opinion data from a sample of 1020 voters registered in the Town of Shrewsbury.

The respondents were selected by systematic random sampling from the list of 18, 955 registered voters. Questionnaires were mailed to the home addresses of those selected. Respondents had the option of completing the questionnaire on paper and returning it in a postage-paid envelope, or they could also access the questionnaire via the Shrewsbury town website. A total of 373 useable questionnaires were returned in time to be included in the analyses presented in this report.

The survey questions were developed by Clark University students after an extensive review of the published research on citizen surveys, and in close consultation with Shrewsbury officials. The final questionnaire included basic demographic questions in addition to questions designed to learn about satisfaction with town services, and citizen reaction to options for taxation and water conservation.

The term "by law" goes back to that period of early English History during the Danish invasion. When the Danes acquired possession of an area, the township therein was often called a "by", and as the Danes established laws of their own, they were called by-laws or town laws.
