Police Department

Basic Firearm Safety & Information

On October 21, 1998, the Massachusetts 1998 Gun Control Act became effective.

This law has made substantial changes in the permitting process and effects training, fees, weapon ownership, license restrictions, safety locks, and many other issues. As of this writing, many organizations are working with the Legislature to amend certain parts of the law and we expect additional changes in the future.

The licensing authority in compliance with state law and the discretionary parameters allows the enclosed application packages. Our goal is to provide for public safety while ensuring the rights of law-abiding citizens to obtain a firearms license.

Application may be obtained at any time at the Police Department Clerks office or the dispatch center lobby. Completed applications will be received by appointment only. Please call 508-841-8577, 24 hours a day, seven days a week, for an appointment.

The following are general guidelines for firearms permit applicants:

General Information
NEW Class A/B LTC
  • Complete Firearms Safety Course
  • Fill out application
  • Make your appointment with the Detective Bureau, 508-841-8577
  • 2 (Non-family) letters of reference (the author of the letter must state, on the text of the letter, that they are aware you are applying for a LTC.)
  • $100 check or money order (cash not accepted)
  • Age 70 and over – Free

RENEW Class A/B LTC

  • Complete Firearms Safety Course or provide your current hunting license, club membership, active member of the Military
  • Fill out application
  • Make your appointment with the Detective Bureau, 508-841-8577
  • $100 check or money order (cash not accepted)
  • Age 70 and over – Free

NEW FID

  • Complete Firearms Safety Course
  • Fill out application
  • Make your appointment with the Detective Bureau, 508-841-8577
  • $100 check or money order (cash not accepted)
  • Age 70 and over – Free

RENEW FID

  • Fill out application
  • Make your appointment with the Detective Bureau, 508-841-8577
  • $100 check or money order (cash not accepted)
  • Age 70 and over – Free

NEW / RENEW Class D MACE/Chemical Spray

  • Make your appointment with the Detective Bureau, 508-841-8577
  • Fill out application
  • $25 check or money order (cash not accepted)
  • No Fee for RENEW

REASONS FOR ISSUE
Some common reasons for issue are:

  • SPORTING – hunting and target shooting
  • EMPLOYMENT – firearm used in the performance of your job (You will need a letter from your employer stating that they require you to carry a weapon, as well as proof that you have qualified on a range.)
  • BUSINESS – firearm used in the performance of your job
  • DEALER – dealer of firearms, rifles or shotguns
  • COLLECTOR – collector of firearms, rifles or shotguns
YOU WILL NOT BE PROCESSED UNLESS YOU HAVE MET ALL REQUIREMENTS PRIOR TO YOUR APPOINTMENT WITH THE DETECTIVE BUREAU.

Restrictions

Some common restrictions to the above reasons:

  • Non-concealed - concealed weapons not allowed under the permit
  • Home only - not to be removed from home
  • Business only - not to be removed from business
  • Employment only - may only be possessed in public while acting within the scope of employment
  • Day time only
  • Other restrictions may apply to individual applicant

Safety
"Storage - It shall be unlawful to store or keep any firearm, rifle, or shotgun including, but not limited to, large capacity weapons, or machinegun in any place unless such weapon is secured in a locked container or equipped with a tamper-resistant mechanical lock or or other safety device, properly engaged so as to render such weapon inoperable by any person other than the owner of other lawfully authorized user." - Massachuestts General Law

Carry or possess a loaded firearm under your control in a motor vehicle

Carry a loaded or unloaded rifle or shotgun on a public way unless it is in a locked case.
Minimum Requirements

Must be age 21 or older

Not statutorily disqualified

A suitable person

Have a valid purpose

Be a Shrewsbury resident

Upon application for a LTC for protection, you must provide evidence of firearms proficiency from an approved source.

The instructors listed here are certified by the Department of State Police as firearms instructors for the purposes of compliance with MGL 140 section 131P. The Shrewsbury Police Department posts approved instructors but does not endorse any particular instructor or course.
