BOS Receives Staff Evaluations of 40B Proposals

At their meeting on Monday night, the Board received the staff evaluation of the AvalonBay and Fairfield Chapter 40B RFI proposals. Mr. Morgado explained that the evaluation was subjective and rated eighteen criteria with one or the other project having an advantage. In two of the criteria, the projects were rated even. Mr. Morgado explained that neither of the projects were deficient and both met the spirit of the RFI document issued by the Board. He commented that both companies presented projects that took into full consideration the wishes of the Board as set forth in the RFI. Finally, he explained that it will be incumbent upon the Board to select 3-5 of the criteria as being the most important and weighting them accordingly since the evaluation presented made no attempt to weight the criteria.

Ms. Judi Barrett of Community Opportunities Group, Inc was also present to lend her expertise to the discussion. Ms. Barrett has been a land use and zoning consultant with the Town for the past several years, first working with the community in 2001. She offered her support for the Fairfield proposal since it best meets the intent of the Town's most recent Master Plan that stressed the redevelopment of the Rte 9 and Rte 20 corridors. She did advise of the greater degree of risk associated with the Fairfield proposal.

The Board took the report under advisement and will resume their deliberations on Wednesday night (August 22nd) at 7:00 PM.


Chapter 40B RFI Response Public Hearing

On Monday, August 13th, the Board of Selectmen held a public hearing to solicit public comment on the two Chapter 40B RFI Responses being studied by the Board. Present at this hearing were representatives of AvalonBay Communities Inc and Fairfield Residential LLC to provide additional testimony and to answer questions posed by residents. During the hearing a number of materials were made available that are now part of the record. The Board will continue its deliberations on August 15th and August 20th.


Additional Comments for Chapter 40b Proposals

The Board has released additional information on each of the three proposed projects. This information is in response to additional questions raised by the Board. The Public Hearing on the entire Chapter 40B process and responses thereto will take place on Monday, August 13th at 7:00 PM in the Selectmen's Meeting Room.


Public Hearing - Chapter 40B RFI Projects

On Monday, August 13, 2007, at 7:00 PM, in the Selectmen’s Meeting Room, 100 Maple Avenue, the Board of Selectmen will sponsor a public hearing on two of the three proposals recently received in response to the Town’s Request for Information (RFI). Recently the Board issued the RFI to create a formal competition among developers to address the planned production mandate created under General Laws Chapter 40B.

The RFI process produced three proposals which the Board has had under review for the last few weeks. On Monday, August 6th , the Board plans to reduce the projects under consideration from three to two.

The purpose for the Public Hearing is to solicit public input concerning the RFI process and on the nature and impact of the two projects being considered.

40B RFI Responses

In recent weeks the Board of Selectmen has been evaluating the three proposal received. During this period additional material has been received by each of the three companies to better explain their respective proposals.


Fairfield Residential, LLC Withdraws

Just hours before the Board of Selectmen was set to select its preferred Chapter 40B developer, Fairfield Residential, LLC asked that the Board select AvalonBay Communities Inc. for the initial Chapter 40B development citing concern over the very aggressive timetable sought by the Board for development to commence. The Board must now determine what, if any proposal, be accepted that has been offered up by AvalonBay. The Board will next meet on this matter on September 10th to allow time for staff members to meet with the AvalonBay principles to work up details of various scenarios that could be pursued. The Board of Selectmen has released the letter submitted via email to the Board on August 29th.
